Governor Ricketts Extends DHM in Several Counties To May 3rd- New Changes Coming

NEBRASKA- The Current Statewide DHM has been extended through May 3rd instead of ending April 30th. Starting May 4th there will be separate DHMs for each Local Health Department through May 31st.

  • The statewide closures of all beauty/nail salons, barbershops, massage therapy services, gentleman’s clubs, bottle clubs, indoor movie theaters, indoor theaters, and tattoo parlors/studios are extended to May 3rd.
    • The date will be extended further for some areas more heavily impacted by COVID-19.

The restriction changes that will be listed out in the new DHMs after May 3rd only apply to 10 of the 19 health districts, as of today. Of the 10 announced, it does not include the health district for Dodge, Washington, or Saunders counties.
The changes apply to:

  • Douglas County Health Department district
  • Sarpy/Cass Department of Health
  • East Central District
  • Four Corners Health Department
  • Loup Basin Public Health Department
  • North Central District
  • Northeast Nebraska Public Health Department
  • Panhandle District Public Health Department
  • Southeast District Public Health Department
  • Southwest Public Health Department

More details will be announced soon in the guidelines sent out before May 4th.
 

Hospitals/Dental –

Elective medical and dental surgeries and procedures will be permitted statewide beginning May 4th. Hospitals can resume elective surgeries and procedures if they maintain 30% general bed availability, 30% ICU bed availability, 30% ventilator availability, and have a two-week supply of necessary PPE in their specific facility
 

Churches –

Will have relaxed DHM requirements statewide beginning May 4th

  • Religious services, funerals, and weddings will no longer need to follow the 10-person social gathering limit as long as guidelines are followed.
  • Must follow social distancing rules
    • Churches will need to ensure six feet of separation between different household units
    • No passing of any items among members

 

10 Person Rule –

Beauty/nail salons, barbershops, massage therapy services, tattoo parlors/studios will be added to the list of businesses that fall under the 10 person rule and will be allowed to open May 4th

  • Both workers and patrons will be required to wear masks
  • For some districts, the restriction on these industries will remain in place past May 3rd. They will be announced in the more detailed guidelines before May 4th.

 

Restaurants –

  • Will be allowed dine-in options if all of the following conditions are met on May 4th
    • Limited to 50% of rated occupancy maximum at a time
    • 6 feet separation between seating of different parties
    • Maximum of six people in a dining party (groups larger than six will need to split into multiple tables)
    • Self-serve buffets and salad bars are prohibited. Restaurant staff must serve food directly to customers or implement buffet orders from the customer table. No customer self-service.
    • Bar seating not permitted
    • Bars that do not serve food will remain limited to carry-out sales and delivery only

 

Other Closures –

  • Bars, gentleman’s clubs, bottle clubs, indoor movie theaters, indoor theaters, will remain closed until May 31st but subject to change before that date

 

Daycare Facilities –

  • Will expand to not more than 15 kids per room/space
  • All other state provisions, statutes, regulations, including child to staff ratios, still apply

 

Regarding Lincoln/Lancaster County –

  • Gov. Ricketts said the state is working closely with Mayor Leirion Gaylor Baird and the Lincoln-Lancaster County Health Department to discuss what measures will be taken regarding the county’s DHM. The current DHM remains in effect until May 6. Ricketts said an announcement will be made in the coming days.
