On April 10, the Dodge County Sheriff’s Office was contacted about a report of sexual assault of a child. After an investigation by Dodge County Investigators, an adult male was arrested in connection with the incident.
The suspect, Paul D. Bissen, 32, of Manning, Iowa, was arrested May 20 on an active warrant for first degree sexual assault of a child, incest (under 18 years of age) and child Abuse. The Lincoln Police Department assisted with the investigation.
Bissen was transferred to the Dodge County Jail. The investigation determined that the alleged offense occurred on April 3, 2026, in rural Dodge County. Investigators worked with Manning (Iowa) Police Department and Project Harmony during the investigation.
“This case reflects our continued commitment to protecting children and thoroughly investigating crimes against vulnerable victims,” DCSO Sheriff Dustin Weitzel said.
The investigation remains ongoing with the assistance of several agencies.
