Hoppe Development develops housing model for Fremont

Hoppe Development is opening the next phase of Bluestem Commons, an innovative 400-unit mixed-income, mixed-product neighborhood in Northwest Fremont.
In this phase, the company celebrates the opening of 136 units of multifamily housing for rent, as well as the start of 4 new townhomes for sale. The ribbon cutting ceremony will take place at 9 .m. Friday (Sept. 27) at the Bluestem Commons Amenity Center.
The Hoppe Development team took a holistic, neighborhood-scale approach to delivering Bluestem Commons. The development serves as a new model for mixed-use housing by offering a unique blend of affordable and market rental and ownership opportunities side-by-side in one neighborhood. The neighborhood is supported by comprehensive amenities, such as a walking trail and pond, pool and fitness center, and playground, providing all residents with a unique sense of neighborhood.
“Bluestem Commons represents a novel way of considering neighborhood development, where housing for working families is considered a community asset and integrated into the neighborhood design,” said Fred Hoppe, principal of housing development. “We appreciate the collaboration with the Greater Fremont Development Council, who has worked with us creatively to support both affordable rental and ownership opportunities to meet a variety of housing needs in the community.”
Other project facts for this phase include:
  • 136 Apartments affordable to families at 80% of area median income funded by Rural Workforce Housing funds (RWHF) administered by the Greater Fremont Development Council (GFDC)
  • 25 Units of affordable housing supported by the Nebraska Investment Finance Authority
  • A remaining commercial entitlement for future development of a childcare or neighborhood amenity commercial space
This phase of the development was supported by the Greater Fremont Development Council (GFDC) through its Rural Workforce Housing Funds provided by the Department of Economic Development, as well as loan financing provided by West Gate Bank, RVR Bank, and Pinnacle Bank, and equity provided by a syndicate led by Hoppe Development.
Previous phases included Federal Low Income Housing Tax Credits allocated by the Nebraska Investment Finance Authority, National Affordable Housing Trust Funds administered by the Nebraska Department of Economic Development, and project and infrastructure financing provided by Pinnacle Bank, Midwest Housing Equity Fund, and Sugar Creek Capital.
Architectural and neighborhood design services were provided by Studio 951, engineering by Lamp Rynearson; and interior design by IE Design.
The Bluestem Commons Leasing Office is located at 3680 Big Bluestem Road.
