Dodge County deputies followed up on an animal cruelty complaint Thursday in the 300 block of Ridgeland Avenue in rural Fremont.
Deputies had contact with the residents of the home and observed several dogs. After an investigation, deputies seized 12 large dogs with severe matting and unsanitary living conditions.
After removing the dogs from the premises and putting them in a shelter, additional wounds were discovered on the animals.
As a result of the investigation, April Norris, 52, of Fremont was cited for 12 counts of animal neglect.
