Fremont police were dispatched at about 10:56 Thursday morning to the area of 1500 East 23rd Street in reference to suspicious activity.
Following an investigation, officers arrested Stephanie Josits of Fremont for shoplifting under $500 and breathing/inhaling/drinking certain compounds.
