Fremont police were dispatched at about 9:15 Friday morning to the 200 block of East 22nd Street for a welfare check on an unresponsive male in a parked vehicle.
Contact was made with Nathaniel L. White, 47, who is homeless. White was arrested for possession of a controlled substance, DUI-D and refusal to submit to a chemical test.
