Fremont police responded at 1:15 p.m. Sunday to 19th and Colson Avenue for a welfare check on an individual.
Contact was made with Joshua D. Johnson, 38, who is homeless. He was arrested for under the influence of drugs in public, criminal trespass, disturbing the peace and disorderly conduct.
