Fremont police responded at 12:28 Sunday morning to a business in the 2000 block of West 23rd Street for a possible shoplifting complaint.
An individual was located matching the description of the person involved. The individual fled when contacted, but was captured and placed under arrest.
Trevor L. Cornelius, 28, who is homeless, was charged with obstructing a peace officer, theft by shoplifting and second-degree trespassing.
