Fremont police responded at about 10:36 Friday night to a business in the 1800 block of East 23rd Avenue North in reference to a shoplifting complaint.
A description of the suspects and the vehicle they left in were provided. At about 3:49 p.m. on the same day, another shoplifting incident occurred at a business in the 1000 block of East 23rd Street with the description of the suspects and vehicle matching those from the earlier incident.
The vehicle was located and a traffic stop was conducted in the 1600 block of East 23rd Avenue North. Stephen C. Kaiser, 35, who is homeless. was arrested for possession of a controlled substance and theft by shoplifting.
