Fremont police responded at about 9:39 Wednesday morning to the 500 block of West 23rd Street to a report of a man causing a disturbance.
Contact was made with James W. Alvarez, 28, who is homeless. Alvarez’s behavior continued to be disruptive and he was arrested for resisting arrest, obstructing a peace officer, disturbing the peace and disorderly conduct.
