Chapman official to pay fine following complaint

The chairman of the Chapman Village Board has agreed to pay a $150 fine to settle a complaint that he failed to abstain in approving the salary of his wife, the village clerk.

The Nebraska Accountability and Disclosure Commission approved the settlement with Christoper Killin on Friday.

The Nebraska State Auditor’s Office had forwarded information to the NADC indicating that Killin had voted several times on paying the salary of his wife, creating a possible conflict of interest. That prompted an investigation by the NADC.

State law prohibits public officials from using their office for financial gain for themselves or immediate family. It requires officials to abstain from such votes.

Killin, according to documents provided by the NADC, said he did not intend to violate the requirement and agreed to pay the civil penalty.
