Fremont police arrested two homeless men Tuesday morning for animal abuse.
At about 8:39 a.m., officers responded to the area of 23rd Street and Somers Avenue to a report of individuals physically abusing a dog. Officers had contact with Joshua J. Lytle, 29, and Dylan R. Downs, 20, who were walking a dog.
An investigation, including video evidence of the incident and witness accounts, was conducted. Police arrested the two men for cruelly mistreating an animal.
Community Service Officers took the dog to a veterinarian for an assessment.
