Police cite woman for possessing marijuana pipe

Carrie-Lynn A. Smith, 39, of Fremont was cited at about 9:05 Sunday night on suspicion of possessing drug paraphernalia. 
 
Smith was found in possession of a marijuana pipe in the 700 block of north Broad Street.
