On Saturday, April 10, 2023, at 1:26 p.m., deputies from the Dodge County Sheriff’s Office attempted to serve
a felony arrest warrant in the 500 block of North Bell Street in Fremont, Nebraska.

Upon arrival, the deputies observed the suspect, Travis Quinn, 42, of Fremont, outside his residence, and
when he saw the deputies, Quinn ran into his residence. Quinn has a known criminal history, including
weapons violations, and was currently wanted on outstanding arrest warrants for domestic violence, felony
terroristic threats and stalking. Deputies attempted to contact Quinn, but Quinn did not respond to the
deputies or come out of the residence. Quinn was known to be the only adult in the home with his two
children, with unknown weapons at that time.

For the protection of the public and law enforcement, the Fremont/Dodge County Emergency Response Unit
(ERU) was activated at 2:04 p.m. ERU members responded to the scene. Lengthy attempts to contact,
deescalate and negotiate with Quinn were unsuccessful. Quinn was speaking with the negotiators, and at
times it appeared he would comply with officers. However, Quinn would become angry again at their
attempts to take him into custody. Quinn called and sent text messages to several individuals while in the
residence, asking if officers wanted to “just shoot it out now.”

At 6:53 p.m., Quinn requested an ambulance for himself because he was starting to feel the effects of the pills
he had taken. The ERU team then entered the residence, secured the children and assisted Quinn to the
paramedics with the Fremont Fire Department for transport to Methodist Fremont Health.
Quinn was treated at Methodist Fremont Health, and following medical release he was arrested. Quinn was
charged with two counts of Child Abuse and Obstruction of Peace Officer. He was also jailed on the unrelated
felony arrest warrant. Quinn was lodged at the Dodge County Jail.

There is no ongoing threat to the public at this time. We appreciate the patience from the surrounding
neighborhood during this incident. Dodge County Sheriff Dustin Weitzel, said, “This outcome is exactly what
we are hoping for, protecting the public, the children and law enforcement. Quinn will receive the help that
he greatly needs, and no one was injured in the process.”

The Dodge County Sheriff’s Office was assisted by Fremont Police, the Nebraska State Patrol, 911
Communications professionals from the Fremont/Dodge County 911 Center and the Fremont Fire
Department.
