3RPHD Counties Will Not Relax Most DHM Rules on May 4

FREMONT – Nebraskans received word yesterday that some Directed Health Measure prohibitions will begin the phase-out process in some areas of the state. However, some areas of the state are not ready for relaxed rules.
Dodge, Saunders & Washington counties, which are within the Three Rivers Public Health Department’s health district, do not appear to be included in the relaxed rules allowing restaurants to partially reopen, close-contact businesses like salons or tattoo shops to resume services, or allowing daycares to increase classrooms to 15 children.
Three Rivers currently has 74 positive COVID-19 cases within our health district of Dodge (43 cases), Saunders (9 cases) and Washington (22 cases) counties. The Governor’s Office, Nebraska Department of Health and Human Services, and 3RPHD have agreed that May 4th is too soon to relax the Directed Health Measures (DHMs) within this district, due to recent significant increases of positive cases.
The counties shaded in blue below will have relaxed DHMs, beginning May 4:

The grey counties will likely not have relaxed rules. 3RPHD counties will likely have their current DHM prohibitions extended until at least May 31st, at which time the situation will be re-evaluated.
According to Governor Ricketts, all counties and all health department jurisdictions will have two functions re-allowed in every new DHM: elective medical services will be allowed to resume under specific guidelines and requirements, and places of worship will be exempt from the 10-person rule under other specific guidelines and requirements for seating arrangements, communion, and sanitization between services.
More details about the 19 new DHMs that take effect on May 4th are expected to come out next week. For now, here is what Three Rivers Public Health Department is sure of:
